3/11/25 Target 2233 Upton Drive.  The pictured male is seen stealing tools from the victim’s pickup truck that was parked in the Target parking lot. Suspect is driving a 2006 Honda with VA license plate TNC8273. Vehicle is registered in the Richmond, VA area. However, the vehicle has multiple hits on cameras in the Hampton Roads area in the past month.
