On October 20, 2023 at 2042 hours the pictured individual conspired with three others to steal merchandise from the Kohl’s located at 4564 Virginia Beach Blvd. This individual is the only outstanding suspect, the other three were apprehended.

Suspect: W/M, slim to medium build, average height, possible tear drop tattoos on face
