On 1/18/24, an unknown black female walked into the Target on Virginia Beach Boulevard and grabbed a cart. The female walked back to the baby goods aisle, selected a $400 stroller, and put it into her cart. She pushed the cart to the front of the store and walked out without paying. She got into a white sedan and left the site.
