5/21/26, 4500 block Virginia Beach Blvd., department store – Suspect kept some items in his cart and paid for them, but he stashed  other items in his fanny pack which he did not pay for.

Suspect: Black male, 18-25 years old, distinct tattoo on his arm, wearing black and white shorts, black Nike tank top.
