On 7/17/23 at approximately 3 a.m., suspect #1 stole the victim’s vehicle, a 2014 Lexus RX350. Suspect #2 was talking on the phone and walking in front of a blue SUV, unknown plates. When the vehicle was recovered in Norfolk, it had different license plates attached.
